Made in China 2025: Enhancing Economic Competitiveness through Technological Innovation

Do a comprehensive case study of a particular government policy that was
intended to facilitate the introduction of a new technology in order to improve the economy’s competitiveness. In each case determine whether the object of the
policy was to increase economic growth or simply to achieve a new technology
for national prestige. Determine whether the policy was consistent with the
facilitating structure of the economy in which it was to be introduced or whether
in was a technological leap as described in Lipsey and Carlaw (1986, 1998, 2000).
A clear understanding of the differences in modelling approach discussed in
Lipsey and Carlaw (1996, 1998, 2000) is required here. (See also Carlaw and
Lipsey (2022))

The

Made in China 2025: Enhancing Economic Competitiveness through Technological

Innovation

Thesis Statement: The Made in China 2025 initiative represents a strategic industrial policy
launched by the Chinese government with the ambitious goal of transforming China into a global
leader in advanced manufacturing and technology-driven industries. This proposal seeks to
analyze the objectives, implications, and potential outcomes of the Made in China 2025
initiative, with a focus on its role in enhancing China’s economic competitiveness in the global
arena.

Objectives of the Policy: The primary objective of the Made in China 2025 initiative is to foster
innovation, upgrade industrial capabilities, and reduce dependence on foreign technology. By
prioritizing strategic sectors such as advanced robotics, aerospace equipment, new-energy
vehicles, biopharmaceuticals, and information technology, China aims to transition from being
the “world’s factory” for low-cost manufacturing to a hub of innovation-driven, high-value-added
production.
 Outline:

Economic Growth vs. National Prestige: The initiative is driven by a dual imperative of
economic growth and national prestige. On one hand, China seeks to assert its position as a
global leader in advanced manufacturing, challenging the dominance of Western countries in key
technological sectors. On the other hand, the initiative aims to promote sustainable development
through innovation-driven growth and reduce reliance on foreign imports, thus enhancing
China’s technological sovereignty.

Consistency with Economic Structure: The proposal will examine the alignment of the Made
in China 2025 initiative with the evolving structure of the Chinese economy. It will explore how
the initiative builds upon China’s previous industrial policies and leverages the country’s
strengths in manufacturing, engineering, and human capital to drive advancements in key
technological domains. The proposal will also analyze how the initiative addresses structural
imbalances in the Chinese economy, such as overreliance on low-cost manufacturing and
insufficient investment in research and development (R&D).

Technological Leap vs. Incremental Innovation: The proposal will assess whether the Made in
China 2025 initiative represents a technological leap or incremental innovation within the
Chinese context. It will examine the extent to which the initiative catalyzes breakthroughs in
emerging fields such as artificial intelligence, advanced materials, and digital manufacturing,
while also leveraging existing industrial capabilities and technological know-how.

Conclusion: In conclusion, this proposal seeks to analyze the objectives, implications, and
potential outcomes of the Made in China 2025 initiative in enhancing China’s economic
competitiveness through technological innovation. By examining the dual imperatives of
economic growth and national prestige, the alignment with the economic structure, and the
nature of technological.
