Creating a Program Budget Outline and Budget Narrative:

The preparation of an operational program budget is a core managerial function and requires financial knowledge and skills to be effective in this key management role. There are several types of program budget formats but the typical program budget is outlined as a “line-item” type budget that lists program expenses together with the revenue sources expected to pay for those expenses. The outline is generally accompanied by a budget narrative that highlights budget details, provides justification for program expenses and describes plans to sustain the program going forward. The length of the narrative is determined by the size and complexity of the program and also the level of detail expected by funders.

Please be sure to complete this week’s learning activity, as it will help you to conduct a cost analysis of effectiveness and efficiency.

Using the budget templates provided in the reading assignments, prepare the following:

  1. A line-item budget outline on an Excel spreadsheet that lists program revenues and expenses for the program you describe in Assignment #2.
  2. A budget narrative that provides the following:
    • Justification of major expenses.
    • The plan to sustain the program in the future.
    • A description of the cost allocation method used to determine indirect costs in the budget and your rationale for using it.
    • An analysis of the program’s cost-effectiveness and cost-efficiency.

Step 1: Your budget outline assignment should be on an Excel spreadsheet, and you may choose to use the template provided if you wish or you can create your own. There are samples provided for your reference.

Step 2: Your budget narrative assignment should be on a Word document and should be 2–3 pages in length, not including the title and reference pages, and should include the following elements:

  • Title page: Provide your name, title of assignment, course and section number, and date.
  • Body: Answer all the questions in complete sentences and paragraphs.
    • Your responses should reflect professional writing standards, using proper tone and language. The writing and writing style should be correct and accurate, and reflect knowledge of skills and practice in the human service profession.
  • Reference page: Any sources listed in APA format.
  • Use Arial or Times New Roman 12-point font, double-spaced and left aligned.
  • Use standard 1″ margins on all sides.
  • Use APA formatting and citation style.
