After reviewing Chapter 7: Public Personnel Administration and Human Resources Development, did it surprise you to discover which category of government employees is the largest groups (federal/state/local)?

While we complain about federal agencies and their (somewhat) lack of responsiveness, recall that national government employment rates have not kept up with population growth. In fact, according to the text, the total number of national government civilian employees dropped almost 5% from 1992 to 2020.

After reviewing CH. 7 and developing your thoughts about the changing workforce in American public administration- what factors do you think affect the shrinking national government (civilian) employee rate? Do fewer federal government employees benefit society? Explain your positions with support from the literature (use references).
