Staffing, Recruitment and Retention in Education: Exploring their Impact on Organizational Goals and the Quality of Education

Actual Assignment-

This is a complete draft of your literature review; you should summarize relevant and important findings and highlight a gap or focus on unresolved debates, inconsistencies, tensions, and questions in your research area. As well, you should include a section on your research purpose and another one on your proposed research methodology.

Your reader should get a good grasp of the topic, its significance, a themed review of past research, what your purpose is, and how you intend to carry it out. Please consider that this literature review is a scholarly paper of a minimum of 5000 words (excluding bibliography) and should strictly follow the APA 7th ed. guidelines. Please review the rubric for this activity to get a clear picture of how you will be assessed. This first draft of the literature review must contain the following:

  1. Introduction
    • topic description
    • topic rationale and significance
  2. Outline of Past Research
  3. Theme Analysis
    • describe and synthesize the major themes identified; provide quotes and evidence
  4. Conclusion
    • highlighting the research gap and the contributions of the proposed research
    • a clear and concise section outlining the research purpose and research question(s)
    • a brief section (or a paragraph) discussing a research methodology most suitable for the research context
  5. References

Later in Week 13, you will be required to further develop this first draft, based on the comments you receive from your peers, and write your comprehensive final draft of your literature review for the instructor’s feedback.

Lit. Review Outline Below

Description/Purpose

The purpose of this study is to investigate the relationship between staffing, recruitment and retention practices in the field of education and their impact on the quality of education.

Questions

1. How do educational leaders perceive the impact of staffing, recruitment and retention on the quality of education provided?

2. What is the correlation between staff turnover rates and student performance metrics?

3. How do different recruitment strategies impact the retention of staff members?

Rationale & Significance

To understand the critical importance of having a qualified and stable workforce to support student learning and success. The literature shows that high quality educators play a role shaping the educational experiences of students. Understanding the factors that contribute to effective staffing, recruitment and retention can help schools enhance their ability to attract, develop and retain top talent leading to better outcomes. Ultimately, the findings of this study can enhance education quality benefiting both teachers and students.

1. If districts wish to attract and retain teachers of similar qualifications across all schools, schools serving mainly racially minority and low-income populations will need to pay substantially more than they currently do. (Berman & DeFeo, 2024)

2. It is important for pre-service teachers in all disciplines to gain awareness of sustainable development before beginning their teaching careers. (Acar & Akhan, 2023)

3. There are significant inconsistencies in the levels of preparation of teachers placed in high-need urban schools and those placed in suburban, middle-class schools.(Cameron, 2022)

4. Highly qualified teachers stayed in a marginalized school community for four overarching reasons: (1) They appreciated their working conditions and building leaders; (2) they engaged in continuous professional learning; (3) they forged meaningful relationships; and (4) they were placed in their community of choice. (Cameron, 2022)

Theme Analysis

The literature has revealed the following themes: teacher shortages, hiring practices, professional development, job satisfaction

Teacher Shortages

1. Policymakers need to evaluate alternative programs closely to ensure they maintain high standards for accreditation and so that teachers who enter the classroom via alternative pathways are properly prepared, particularly if the goal in expanding alternative pathways is to address teacher shortages. (Rudder 2024)

2. To handle the shortages, schools have increased class sizes, canceled course offerings, added duties to the responsibilities of existing teachers, and hired under qualified individuals to fill the positions–all of which undermine students’ learning. (Darling-Hammond, DiNapoli, & Kini, 2023)

Hiring Practices

1. The literature indicates that students achieve at higher levels in terms of graduation rates and chronic absenteeism with a more diverse teaching workforce. (Ginestre, 2023)

2. All students can benefit from a diverse workforce where the faculty can relate to different racial and cultural perspectives of the student body. (Ginestre, 2023)

Professional development

1. The most effective approaches for professional development and enhancing teachers’ learning include establishing the school as a professional learning community (PLC), implementing teacher-as-learner programs, providing coaching by master teachers, and fostering teacher networks. (Prawit & Waraporn, 2024)

2. Leadership practices show promising potential in fostering inservice opportunities for professional development. (Thomas, Khoene & Turner, 2024)

Job Satisfaction

1. Educational institutions should prioritize the development of open communication, effective leadership, conflict resolution, and employee motivation to promote teacher job satisfaction, which can lead to better student outcomes. (Aryawan, Agung, Sulindawati & Werang, 2024)

2. School leaders should recognize the critical role of these factors and create strategies to improve them. Policymakers could use these findings to design effective programs and policies to enhance teacher job satisfaction. (Aryawan, Agung, Sulindawati & Werang, 2024)

Methodology

Mixed Methods- combining both quantitative and qualitative research methods will provide a multifaceted and comprehensive approach. Quantitative data will be used to analyze statistical data related to staffing trends, turnover rates and student outcomes. Qualitative methods will include interviews and case studies.

Conclusion

Aims to shed light on the critical issues surrounding staffing, recruitment, and retention in education and their impact on the quality of education. By investigating these aspects through a mixed methodology approach this study seeks to provide valuable insights that can inform policies and practices to attract, develop, and retain high-quality educators in educational institutions.

I would also like to address the gap in adequately exploring innovative recruitment and retention strategies that have been successful in the education sector and explore how staffing decisions affect student and educator well being.
