Royal Commission on the Land. October 1990. Everything Before Us by Doug Boylan. The recommendations in the document effected the development of the Island, and municipalities were formed as a result. For instance, Charlottetown amalgamated with surrounding communities like East Royalty, Sherwood, Parkdale, etc.
