Create a policy paper on Equity for Electronic Distribution in Healthcare Telecommunications Policy. Use files attached (policy statement, reference list, outline) for paper content.
Paper content should discuss the following:

Introduction
Create an executive summary. Introduce the idea and tell the reader in general the purpose for the current policy and briefly describe the problem and recommendation.
B. Issue History
Use 10 sources provided in file attached. Explain What is the issue for the new policy at hand? Outline how it started, the original goal. If there is a similar policy, are there any updates or changes to this policy over time, and how these changes affected the new policy (positive and/or negative)
C. Mission Statement (Policy Statement)
State your mission for your policy and provide a concession or refutation. If your issue is controversial with a strong opposing argument, you need to state this and show why your idea works best.
D. Stakeholders, Players, Process
Identify who would be affected and how with your policy change. Analyze the nature in both quantitative and qualitative perspectives. Data are needed here. How much will they gain or lose? How will this affect his group’s standards? A graphical representation of the stakeholders.
E. Recommendations
You will detail your recommendations in this section. Again, data are critical. Have numbers and information that defend your plan and how this will affect the budget. A summary of your analysis and conclusion should restate the problem, summarize the idea and facts leading to final recommendation.
F. Analysis and Conclusion
Wrap up the policy paper analysis, recommendations and explain why the policy plans will be successful.
