This particular thesis examines the
impact of Europeanization on the foreign policy of Hungary towards Russia which
was considered a longtime ally of the state. Being an ally, Hungary subscribed
to most of the dictates and wants of Moscow as they had the obligation to keep
their friendship for the very obvious reasons. As such, the duration between
1998 and 2006 informed a significant phase in the Hungarian foreign policy
which were majorly brought about by the country’s efforts to align with the
European integration as well as her relation with Russia. Europeanization which
majorly refers to the process of adapting and aligning to the policies, values,
and norms of the European Union played a very crucial position in shaping the
Hungarian foreign policy towards Russia during the aforementioned duration of
time.
The thesis further argues that the
governmental politics as well as the politics of national identity play a very
vital role in the Europeanization of the system of policy making, the conduct
of foreign policy, and the process dubbed elite socialization. In order to
particularly bring to context, the above Europeanization processes, the thesis
has employed the use of Foreign Policy Analysis (FPA). Foreign Policy Analysis
is generally a field of study that straddles comparative politics and
international relations. It pays keen attention to the borders between domestic
and international and, in the process, examines the rich interchanges that
occur in between. Specifically, it is a processual, relational, and extensively
political occurrence. This particular thesis will focus majorly on the state
level, which, therefore, means that two major related processes will be put to
the task; the top-down process and the bottom-up process of Europeanization,
which fall under two broad schools of thought namely; national adaptation and
national projection, respectively.
Various fundamental factors between
1998 and 2006 have been used in the thesis to highlight the extent of
Europeanization of the Hungarian foreign policy and how they influenced the
direct foreign relations of the country with Russia. Some of them include
European Union Accession Perspective, the alignment of Hungary with the EU
positions, Economic integration, security concerns, and the policy divergence.
The study’s findings suggest a
myriad of aspects with regards to Europeanization. Specifically, the findings
suggest that the pressures related to Europeanization leads to convergence in
certain policy areas. Furthermore, the findings put across that domestic
factors such as the governmental as well as the national identity politics
provides grounds for nothing but divergence. The findings further elaborate the
extents to which Europeanization via the top-down and the bottom-up models
influence foreign policies of Hungary towards Russia.
