For Individual Writing Assignment #2, students are to prepare a properly structured paper that critically evaluates one of the following questions:

  1. Discuss and assess which the theories that have had the most influence on the development of Canadian public administration.
  2. Is it ever permissible for public servants in Canada to lie or misrepresent the truth to members of the public and elected officials? Take a position and support it with Canadian historical or contemporary examples.
  3. Discuss the origins of the Merit Principle in Canada and outline why it is so important to the hiring practices of governments at all levels in Canada.
  4. Can the principles of New Public Management (NPM) be applied to the operation of Canada’s federal government today?
  5. One criticism of Canada’s political system is that far too much power is vested in the Prime Minister and Cabinet. What reforms might solve this problem?
  6. Select a central agency in Canada and discuss its importance to the operation of Canada’s federal government.
  7. Define and explain the purpose of a federal government department and its role in the Canadian political system.
  8. Discuss why is it important that governments in Canada embrace the notion of having a representative bureaucracy.
  9. Select a current federal Crown Corporation in Canada and discuss why it was established and its principal roles and responsibilities.
  10. Should the federal and provincial governments in Canada be required by law to run annual balanced budgets? If yes, why? If no, why not?

 

Word Count: Minimum: 2,300 words; Maximum: 2,500 words.

Students are to provide documented evidence in the form of at least eight third party sources drawn from textbooks, academic journals, government sources, the news media or other literature to support their work. 

The word limit is inclusive of quotations and students should present their ideas thoughtfully and succinctly. The bibliography is not counted as part of the word limit.
