“It is your task to interdict human smuggling along Oklahoman highways. People seeking to enter the country illegally resort to many efforts to cross undetected including using “coyotes” who often charge very high fees and are prone to simply abandon their cargo, sometimes in 100+ degree temperatures with no air conditioning, when law enforcement closes in. How would you organize a coherent and cohesive law enforcement response to human trafficking? Which agencies would play which roles? Which federal, state, and local law enforcement would you task with ensuring that people are safely recovered from these enterprises? How specifically would you orchestrate this response? What social agencies or community efforts would you involve? Should the Department of Human Services, local community outreach centers (from religious communities to secular charities to migrant resource centers), or individuals play a role? How would you ensure that the safety of the persons being smuggled is top priority? Many of them may be severely dehydrated, severely starving, severely sleep deprived, and possibly have narcotics in their systems. How would you then ensure that the human smuggling operations are disrupted? What about laws prohibiting citizens from aiding undocumented immigrants in certain capacities? Should these laws be readjusted? Should citizens only be allowed to report suspected illegal crossings and not be permitted to aid the persons being smuggled? What about religion-based outreach centers such as certain churches or church charities that consider it a religious duty to help undocumented immigrants? To what extent should their religious freedom be protected and to what extent should the law prevail over their religious freedom?”
