You are interested in joining a think tank that specializes in international organizations and institutions. As part of the assessment center, you are asked to a draft a thought paper addressing the following two questions:
1) Going back to early 2003, could the Iraq situation have at all been brought before the International Court of Justice—after United Nations Security Council Resolution 1441 (November 8, 2002) (09d Doc) had been passed, but before Operation Iraqi Freedom was launched (March 20, 2003)? In discussing the routes and requisites for bringing the Iraq situation before the ICJ, you may draw from the Charter of the United Nations (05 Doc), the Statute of the International Court of Justice (10a Doc), the Legal Consequences Arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, Including East Jerusalem advisory opinion (10b Doc) and The Diplomatic and Consular Staff Case (16c Doc).
2) Should the United States join the American Convention American Convention on Human Rights (13d Doc) and accept the jurisdiction of the Inter-American Court of Human Rights. In discussing pros and cons, you may draw from the Michael Domingues report (13b Doc), the United States Government’s response (13a Doc), and the American Declaration of the Rights and Duties of Man (13c Doc).
