identify the potential legal and ethical issues that present an obstacle to
your proposed solution. If possible, support your viewpoint with local data and
be sure to include the following:

·       Identifying what exact
laws could be triggered if your proposal was implemented.

·       Explain how legal
conflicts could be avoided or mitigated.

·       Are there certain ethical
concerns that the American public would raise? Interpret how you would address
these.

·       Can your proposal be
modified to alleviate potential legal and ethical concerns? Why or why not?

Support your paper with at least 3 scholarly resources. 
In addition to these specified resources, other appropriate scholarly
resources, including older articles, may be included.

and reference pages
