Papers should include a historical, political, policy, and legal discussion regarding the issue, and can explore personnel issues such as classification, compensation, benefits, selection, diversity, etc., at either the federal, state, local, or nonprofit level. The paper must include a title page; citations and references should be in APA, Chicago, or MLA format. Proper references must be cited. Proper primary references include academic research, journal articles, professional and trade journals, abstracts, textbooks, government documents, etc. Wikipedia and other such “wikis” are not legitimate academic sources and their usage will result in a reduction in grade. Although much attention will be given to the substance of your paper, errors in spelling, grammar, punctuation, and sentence structure will adversely affect your grade. Papers must be in Word format using Times New Roman font in size 12.
