In the second part of your
policy paper, you will develop the analytical component of
your
paper. Please write a brief introduction to remind me what policy you’re
working
on
before you start into the content below:
Provide
an analysis of the issue, including (but not limited to) the following:
· Who are the stakeholders?
Stakeholders are parties affected either directly,
indirectly
or who are unintended recipients of benefits or negative impacts of the
policy.
· How are the various
groups affected by the policy? Deal with this from the
intended,
indirect and unintended consequences, both positive and negative.
· Describe the political
situation for the policy you’re exploring. Think about the
Iron
Triangle to the extent it is relevant. Who are the officials/agencies involved?
What
committee at either the state or federal level is in charge of the legislation?
(assuming
you are dealing with a state or federal issue – local issues can also have
political
intervention, but they’re generally a more linear arrangement)
· Budget – what is the cost
of the program/policy, and over how many years is
funding
allocated?
Using concepts developed
in the course, you should work to identify the impacts of existing or potential
policies on economic variables (prices and quantities) and on those who will
gain or lose
from proposed policies or policy changes. The impact on taxpayers should also
be noted. In some
cases, it may be possible to find more technical analyses of your problem that
are based on
economic or statistical models and you are free to draw on these results for
your analysis (with
appropriate citation and documentation). It is expected that you will include
statistical data to
support your analysis.
