this is a policy memo, my final paper. please check the instuction below and the attachment.
Research-Policy Papers These may explore any current topic—trade relations, energy politics, military and alliance issues, ideology or nationalism—so long as it is framed as an issue with policy implications and then analyzed in the form of a memorandum with clear recommendations to a national leader (U.S., European, Russian, Polish, Ukrainian, etc.) This requires significant outside research and a bibliography of at least 15 sources—books, chapters, articles, specialized websites. Topics are chosen in consultation with the instructor. Deadlines for proposals, outlines, etc., are noted in the course schedule. The final paper is due by 5:00 p.m. on Saturday, May 5th. Extensions will be granted only in cases of genuine emergency; coincidence with other academic deadlines or extracurricular events does not constitute an emergency.
