You need to consider the capacity of endogenous resource endowments to support an effective space program. While you must have all three elements, different nations may have varying allocations. However, what is critical is whether the endogenous factor endowments can support a nation’s space policy objectives.
While you must have all three elements (e.g., economic, educational, political), different nations may have other allocations. Some nations, notably the Soviet Union, were able to overcome economic weakness with strength in education and political control. During peacetime, just before its fall, the Soviet Union spent 17% of its GDP on the military and space. Few countries are endowed with all three. Even the United States, with all of its economic and educational resources, is challenged by the lack of capacity of its political system.
In this presentation, you will discuss the endogenous factor endowments of your target market and compare them with at least one peer country. In this presentation, you should include, at a minimum, the following items:
- A discussion of your peer country or countries and why you chose these countries
- The size, shape (which segments are larger, more dynamic), and growth of the economy
- Share of resources devoted to research and development
- Share of resources devoted to space and space-related activities
- Size and quality of workforce to support space activities
- Size and quality of the educational system
- The finance, legal systems, and support for investment
- The political system’s capacity for effective public policy-making
- Do endogenous factor endowments offer opportunities or constraints for growth? (Do they make this nation an attractive target market?)
