As we discussed in Module 1, exogenous forces and endogenous endowments are ultimately filtered through people, processes, and organizations, which translate those capacities, constraints, and forces into commercial and government space programs. Every country is different, though, and it is a considerable challenge to analyze and compare institutions across countries.

Processes
In this presentation, you will discuss at least two key processes for your nation’s NSIS. Your selection is critically important, and it is up to you to make your selection. These processes are not necessarily governmental. Examples might include the following:
- Budgeting
- Project selection
- Support for commercial space activities
- Legal or regulatory activities
- Financing of commercial ventures
- Selection and appointment of government agency leaders
Institution
In discussing institutions, it is important to answer the following questions:
- What is the function or purpose of the process?
- Which government or commercial organizations are involved?
- Which organizations exert the most influence? What is their source of influence?
- Are there key individuals who influence these processes?
Impact
You will address the key question of whether these institutions have a positive or negative impact on the effectiveness of the NSIS.
Comparison
You will also compare one process to one of the peer countries you identified in earlier presentations. This does not need to be a detailed analysis. This can simply be a discussion of whether the processes are similar across countries.
Peer Country: China
Each presentation should be a maximum of five minutes. Practice being succinct yet fully detailed as you present your findings. A shorter more focused presentation that fully covers the content in detail is much preferred than a longer, unfocused presentation.
