The set of instructions are drafted by MFA to their delegates to international rounds of negotiation, and they outline the state’s position, delineate stances, explore paths and extent of possible actions/decisions to adopt, and often contain musts [to be achieved], cannots [refuse to give/accept], indifferents [no consequence], and offer general guidelines on issues. Set of instructions offer delegates such guidelines as the parliamentary environment of any international negotiation forum cannot be foreseen and the objective sought should be achieved.
States are encouraged to sound out/negotiate other delegations to identify concurrent positions or possible opposition to preliminary agreements or firmly sort out negotiations to achieve your objective. Should communication take place between States I suggest you send a confirmation email –in which case it must have the subject “AOD – Caspian” with RL in bcc.

Getting to a Final Settlement
In order to vie for a final settlement to the growing situation in Eurasia, including the Caucasus, the Caspian Sea and Central Asia, focused on the Caspian Sea as well as on territorial and energy disputes, water issues, connectivity, trade and logistics, as well as affecting regional and global environment, an urgent meeting has been convened for a full-powers negotiation.
