Impact on increased poverty A. Heavily taxing cigarettes has unfair or unequal effects on low –income individuals.  Low-income individuals may struggle to afford the increased prices of cigarettes. Spending a larger portion of income on cigarettes leaves less money for other necessities. B. Link between increased poverty and health issues related to smoking, poor individuals may forgo essential healthcare to prioritize purchasing cigarettes. Long-term health consequences can further perpetuate poverty.  C. On June 10, 2011. Council for citizens against government Waste president Tom Schatz “raising excise taxes does not produce projected revenue, as such tax increases drive purchases to untaxed or lower-tax venues.”

Impact on increased theft A. Higher cigarette prices lead to an increase in black market activity: Criminals may engage in cigarette smuggling to avoid high taxes: Black market sales contribute to organized crime and increase the likelihood of theft incidents. B. Effect of increased theft on communities: fear of theft makes communities less safe and decreases quality of life: economic losses due to theft can further exacerbate poverty.

Smoking serves as a coping mechanism for individuals facing stress or mental health issues: Higher cigarette prices may lead to increased stress and anxiety for individuals who rely on smoking as a coping mechanism: Lack of access to affordable cigarettes can worsen mental health condition and potentially lead to breakdowns. B. Inadequate support for mental health services considering increased cigarettes prices: Limited access to mental health resources can result in individuals turning to unhealthy coping mechanism: Cycle of mental breakdowns may continue if individuals cannot afford proper help due to high cigarettes prices.

Conclusion The government should reconsider this current implementation and prioritize addressing the root causes of smoking addiction rather than imposing heavy taxes and price increases. A. Heavily taxing and increasing the price of cigarettes should be implemented in the high-income area. B. sales taxes should only apply to the consumers not the seller. C. Create a social program that targets the root cause of individuals smoking.
